Issues in Adoption: Who deserves to be a parent?

I'm currently doing all my research out of a book called "Someone To Love" by Francess Lantz. In it are expressed many issues about the adoptive process but most of them center around who should be allowed to adopt. These issues include: Should interracial adoptions be allowed, Should people over 40 be allowed to adopt, and should adoption be allowed at all. All of these points have good arguments on either side but at the end of my paper it will be your turn to judge what is the right thing to do.
